11686.1 <br />TO: Mayor and City Council <br />FROM: Mark Bernhardson, City Administratjr <br />DATE: November 6, 1986 <br />SUBJECT: Administrator's Information <br />WILLIAM THIES - 530 Hanlon Avenue - Attached please find a co,,.y <br />of a request the City received from the Thies family outlining <br />two issues. One regards a hole in the property at the juncture <br />of their connection with the sewer line. They are alleging that <br />this iE a result of the project and the City's position that this <br />was probably the result of the contractor's hookup to the line. <br />G,-en the small nature of it, the City has chosen to fill in the <br />hole once and from then on it will be the responsibility of the <br />property owner. As far as the second issue the use of the road <br />as a turnoff on 15 a dead end sign has now been placed on tho <br />property. Staff will be following up with a letter outlining <br />this to the property owner. <br />1290 SPRUCE PLACE - As you will recall this is a piece of tax <br />forfeited property that the City has tried to work on since 1982. <br />In the fall of '85 the City was able to get a releas, "rom both <br />DNR and the County to burn down a delapidated house on a 50 foot <br />lot frontage. Subsequently this has been filled in. Since this <br />is lakeshore property under 51 feet there had to be a release <br />from the DNR piior to the sale. (Had it been over 51 feet it <br />would have required an act of the legislature.) The City is <br />c,irrently in conversation with the Coun� j and will be bringing <br />back a resolution to the Council for action on Novembe 24th. <br />This is a resolution to list the property fcr private sale with <br />two restrictions on it; it must be combined with abutting <br />properties and it is not buildable. Additionally the City will <br />need to recoup any money that it has expended in the demolition <br />of the house and grading work to fill in the basement to make it <br />safe. <br />COUNTRYSIDE DEVELOPMENT - As you may recall back in June of this <br />year Phil Miller representing tho Countryside Homewoners <br />F.ssociation requested that the City Rork to have the developer <br />complete the work on the Second Addition. Given the fact that <br />the houses themselves were in bankruptcy and their status <br />uncertain with the redemption ending in the middle of October, <br />the staff informed the developer in early September that he had <br />until the end of October to complete numerous items of work or <br />the City would then seek to revoke their bond for that work. To <br />date a significant amount of work has been done on the properties <br />with only two significant issues outstandinq. The City at this <br />time is working to see if they can be rectified in an amicable <br />way and if not procerd to revoke the bond. The biggest issue at <br />stake is the amo�ntaasphalt that was laid for the road, which <br />under our standards which was to be 3 inches for this addition. <br />ff <br />
