11586.4 4 <br />TO: Mayer and City Council <br />FROM: Mark Bernhardson, City Administrator <br />DATE: November 5, 1986 <br />SUBJECT: Lyle Oman - Salary Increase <br />ISSUE - Approval of a raise for Lyle Oman, Building Inspector <br />effective September 4, 1986. <br />DISCUSSION - Mr. Oman was hired by the City of Orono in 1984 on a <br />program through his worker's comp carrier. Under the arrangement <br />we would be guaranteed by worker's comp carrier $21,000 per year <br />and the City would pay him a certain amount which started off at <br />$14,820 per year. During this period of time Mr. Oman has been <br />going to school and getting, his certification as a building <br />inspector. Given the nature of the salary guarantee every timt <br />that the City raised it's salary for Mr. Oman he got a reduction <br />from worker's comp carrier so effectively he has had no increase <br />since he started with the City. This has had a further impact as <br />any overtime worked by him just reduced the guarantee from the <br />worker's comp carrier. <br />Mr. Oman has been doing an outstanding job for the City and ;,as <br />allowed the City to make considerably more money in it's building <br />inspection fees than %., t it has cost the City. Mr. Oman did <br />receive his certificatic,:( as a building inspector on September 4, <br />1986. <br />It is recommended that Mr. Oman's salary for 1986 be increased <br />from the rate of $8.19 per hour to $10.721 per hour. This places <br />him at an annual rate of $22,300 per year. At this rate he is <br />still below the rate he would receive based on both the internal <br />equity for comparable worth purposes and based on the market for <br />this position. <br />Based on Mr. Oman's experience, training and certification the <br />public is now r9ceiving a better level of building inspection <br />from the City than in the past and because of his level of <br />expertise has allowed the City to enter into the cooperative <br />agreeiaent with Wayzata. Additionally his expertise and <br />experience has allowed us to reduce the amount we use to pay out <br />to Metro West for bacx up inspection services of up to $6,500. <br />RECOMMENDATION - It is recommended that Mr. Or-in's rate be <br />1ncreasecT from $8.19 per hour to $10.721 per hour, annual <br />increase of approximately $5,250 commencing September 4, 1986 the <br />(late of his certification and that the appropriate adjustment be <br />made for his 1987 pay rate. <br />PROPOSED MOTION - Moved by , seconded by , that the Council <br />approve the salary increase for Mr. Lyle Oman to the amount of <br />$10.721 per hour retroactive to September 4, 1986 and that the <br />appropriate adjustment be done to the budget for 1967.
