is anticipated that preliminary work may start as early as 1987. <br />Final plans for the work will be presented to the respective City <br />Council's in the late summer/fall of 1987 for approval. <br />Following that, construction award will be made in late '87. The <br />City through the Chamber of Commerce will be attempting to have <br />the Project Engineer for the job available for people in the <br />Navarre area at the Chamber of Commerce meeting in January. <br />ADMINISTRATOR GOAL SETTING - Attached please find the September <br />update for the goal setting. <br />1987 FINAL BUDGET DOCUMENT - Attached please find the approved <br />1987 budget. <br />CHAPMAN - RIPARIAN EASEMENT - In 1979 the City granted a 2 lot <br />subdivision to the Chapman property at 2695 Shadywood Road. The <br />on lake lot was the only property to have riparian access. <br />Subsequently Mr. Chapman granted a 15 foot easement to the <br />property owner of the off lake lot. Subsequent owners are now <br />attempting to make that a permanent easement through an order to <br />show cause. The City Attorney is presently presenting the City's <br />position that the easement is not appropriate. Additionally even <br />if the easement is permitted, establishment of a dock creates <br />problems for Orono, LMCD and the on -lake property owners docking <br />rights. <br />
