10286.3 <br />TO: Mayor and City Council <br />�1l e L-,, F -L 3 1 n�u <br />FROM: Mark Bernhardson, City Administrato V <br />DATE: October 2, 1986 ;Ly a"3jy�rfl <br />SUBJECT: Animal Control Services �9 <br />Issue - The need to contract animal control services with un <br />outside vendor. <br />Discussion - As you may recall in June the City contracted with <br />Linda Kadlec for animal control services effective the middle of <br />June. She has given us notice, which is appropriate under the <br />contract, that services were terminated September 19, 1986. Tn <br />the meantime the City has been looking for alternatives and ilas <br />identified an individual with whom a new contract can be <br />arranged. This individual's name is Gary Freeze and was the one <br />who worked for Linda Kadlec doing the animal control services. <br />Mr. Freeze does this on a part time basis. The City's request <br />for services is for 6 hours of patrol a week together with call <br />response on complaint. His principal job is with the Hennepin <br />County Humane Society. This person did an excellent job when he <br />was with Ms. Kadlec and it is anticipated that this will <br />continue. Additionally it is anticipates that the demand for <br />animal services generally decreases during the last 4 months of <br />the year. The City will be exploring with he and other providers <br />for contracting of service in 1987. <br />RECOMMENDATION - That the City entt_ into a contract with Gary <br />Freeze to provide animal control services through December 31, <br />1986 within budgeted amounts. <br />PROPOSED MOTION - Moved by , seconded by , to terminate the <br />contract with Linda Kadlec effective September 19, 1986 and enter <br />into a contract with Mr. Gary Freeze to provide services through <br />December 31, 1986 within budgeted amounts. Additionally staff* is <br />instructed to work to negotiate services for the contract year <br />1987. Ayes Nays <br />
