04 <br />10, <br />TU: Mayor and City Council <br />FROM: (lark 13ernhardson, City AdministratoO <br />DATE: October 2, 1986 <br />SUBJECT: Medina Police Services 0 T 1 u <br />G4+r,f <br />ISSUE - If the City of Medina indicates further interest in <br />contracting with the City of Orono for Police services, staff is <br />requesting authorization to undertake final negotiations. <br />DISCUSSION - As formally requested on September 16th, the City of <br />Medina desires Orono to provide for them the cost of police <br />service on a contract basis to the City of Medina. <br />Staff made an introductory presentation on the issues involved <br />and the type of service at Medina's September 23, 1986 1Duncil <br />meeting. Staff additionally made a presentation of the <br />approximate dollar amount to the Medina Council at their October <br />7, 1986 Council meeting. It is anticipated that indication will <br />be given to Orono within the next 10-20 days as to whether Medina <br />wishes to pursue the Orono option furt:ier. <br />Medina is <br />comparing <br />the <br />cost and services among four <br />alternatives: <br />a.) <br />maintaining <br />their <br />own department, <br />b.) <br />going to a <br />joint <br />powers with West Hennepin Public <br />Safety, <br />c.) <br />contracting <br />with <br />Orono or <br />d.) Hennepin County Sheriff's Department. <br />Attached please find documents that have been presented to the <br />City of Medina to date together with the figures. <br />It is anticipated that it is financially advantageous for the <br />City of Orono and its other contract communities to provide the <br />service to Medina. We feel it is advantageous to Medina as Orono <br />will be able to provide comparable patrol services to the present <br />but also a depth of coverage they currently do not have. This at <br />a price that is in line with maintaining their own police <br />department. <br />RECOMMENDATION - Staff be authorized to enter into final <br />negotiations with the City of t•ledina for provision of the Police <br />services possibly for the balance of 1986 and for contract year <br />1987. Staff would bring back the final negotiations to Council <br />for formal contract approval. <br />PROPOSED MOTION - Moped by _ seconded by ,, to acknowledge <br />staff's work in developing contract services for the City of <br />Medina for Police and authorize staff, if Medina continues to be <br />interested, to undertake final negotiations for such services. <br />Ayes , Nays <br />cc: Mel Kilbo <br />
