Stebbins request for sewer memorandum 10/23/85 <br />ISSUE - For properti(_� in the rural zone adjacent to sewer does <br />the Council desire to amend its policy from <br />a.) permitted only when not technically and/or economically <br />feasible (in practice basically technically feasible) to <br />b.) through a policy of allowing it when it is determined to <br />be more advantageous alternative for that site. <br />DISCUSSION - The attached letter from Mr. Carlson who is <br />presently attempting to purchase the property k -wn as the <br />Stebbins' property has prior to purchase made a request that the <br />property be allowed to hookup to sewer. As you will note in the <br />attached letter he has cited several references which he feels <br />indicates that sewer is generally the better alternative and when <br />available should be utilized. Additionally he has addressed some <br />of the items that were stated in the denial resolution on the <br />Stebbins' property. <br />While staff has just received the request this week since it was <br />based on a previous denial we felt it appropriate to bring it to <br />Council for consideration. (It is anticipated based on that this <br />would be a connection directly to the Long Lake system that <br />economically the sewer hookup in this case is probably less <br />costly than installation of the mound system on the site.) <br />Apart from the economics this situation is not substantially <br />different regarding the Howard Hull denial that was part of this <br />eve:,ing's agenda. With the Hull request there were additional <br />considerations that do relate to system capacity as it relates to <br />properties in the Hackberry Hill area. <br />The policy for rural areas as set forth in the Comprehensive <br />Sewer Policy Plan in item #11 indicates that hookup to the <br />existing municipal sanitary sewer will be considered only if the <br />environmental and/or health problems can not technically or <br />economically be solved on -site and then only if the neighborhood <br />is adjacent to the existing urban area or along the route of the <br />MWCC interceptor. <br />
