Mabusth, Zoning Administrator <br />Date: September 10, 1986 <br />Subject: #1077 Mrs. Ingeborg Cici, 875 Wayzata Boulevard - <br />Variance to Limited Development Ordinance (Ordinance 13, <br />Second Series) <br />Planning Commission Action <br />Prior to making a formal recommendation for Application #1062, <br />Mrs. Cici's conditional use permit/commercial site plan application, <br />Planning Commission must first act on approval of a variance to the <br />temporary moratorium ordinance involving the Highway 12 Study Area, <br />List of Exhibits <br />Exhibit <br />A <br />- Application <br />Exhibit <br />B <br />- Plat Map <br />Exhibit <br />C <br />- Property Owners <br />List <br />Exhibit <br />D <br />- Ceritificate <br />of Mailing <br />Exhibit <br />E <br />- Legal Notice <br />Exhibit <br />F <br />- Bouley Letter <br />to Kilbo <br />Exhibit <br />G <br />- Bouley Letter <br />to Council <br />Exhibit <br />H <br />- Access Plan - <br />Staff Sketch <br />The eastern portion of the Highway 12 Corridor has had little <br />attention because early in the review process the City determined that <br />the current residential zoning would remain unchanged and that it <br />would not be cost effective to extend municipal services from Wayzata <br />or Long Lake. <br />This specific area was to be opened to innovative <br />quasi/commercial uses that proved compatible with surrounding <br />residential zoning and required no extension of municipal services. <br />One of the purposes of this study was to develop standards for <br />commercial uses for the vast stretches of Highway 12 that will remain <br />residential and not served by sewer or water. <br />The proposed use is already deemed compatible with current <br />residential zones and based on preliminary review of septic testing <br />and applicant's plan to sprinkle the nursery school structure, there <br />appears no need for municipal services now or in the future. The site <br />well exceeds the required 2 acres in dry buildable area. <br />As staf f noted in the review of last month, the mdi.n concern in <br />the development of this sitF is the i ;,suu of safe access. <br />
