Gaffron,
Assistant Planning & Zoning Administrator
Date: October 1, 1986
Subject: #1072 Fred Winston, 765 Spring Hill Road -
Variance - Resolution
List of Exhibits
GCT 13 19'8n
Exhibit A - Memo and Exhibits of 9/10/86
Exhibit B - Planning Commission Minutes of 9/15/86
Exhibit C - Wildman Letter of 9/15/86
Exhibit D - Proposed Resolution of Approval
This is a request for a property line setback variance to
construct an addition to an existing horse barn. The addition is
to the side of the barn away from the affected lot lines. The
only affected neighbor, Mr. Wildman, has submitted a letter of
approval of the project.
After the Planning Commission review of this application,
the fact came to light that although the barn itself is in the
RR-lB zone, most of the pasture acreage credited is in the LR-lA
and requires a conditional use permit for the keeping of horses
per Section 10.20, Subdivision 3 (K). This does not change any
facts, and staff recommends approval of a conditional use permit
concurrently with the variance approval, subject to a limitation
on the maximum number of horses, to be regulated by additional
conditional use permit review if the current barn and addition is
ever proposed to be expanded to house more than the 6-8 horse
capability now.
Please review the memo and exhibits of 9/10/86. Planning
Commission on 9/15/86 recommended variance approval, 6-0. A
resolution reflecting the Planning Commission recommendation and
incorporating the conditional use permit approval is attached for
your review.
