MINUTES OF A PLANNING CCWISSION MEETING HELD JULY 19, 1976 - PAGE 2 <br />Hank Muhich stated that a meeting had been held earlier today <br />at the Village Offices between John Holmquist of the Minnehaha <br />Creek Watershed District; Rod Hillstrom, Ryan Construction; <br />Rick Sathre, City Engineer; Dick Benson and hank Muhich. The <br />Minnehaha Creek Watershed District was concerned that the <br />proposed grading and drainage plan could result in higher rate <br />and lower quality runoff than now exists. At this meeting, it <br />was agreed that a french drain system would eliminate this <br />problem. This system would consist of digging 4-S' trenches <br />and adding a layer of 3" rock through the lower area under <br />the surface grating. Quality would be controlled by grading <br />down to a finer material before going into the storm sewer. <br />Rod Hillstrom and Frank Zelley of Ryan Construction were <br />present at the meeting. They submitted a statement regarding <br />fulfilling M.C.W.D. requirements for the rate and quality of <br />runoff. They will work with this system and submit for <br />approval. Hillstrom informed the Commission that there would <br />be sane water retention on the roof, but only for a short <br />period of time. <br />Pesek moved, Guthrie seconded, to approve site plan and <br />elevation based on the stipulation that it satisfies the <br />Minnehaha Creek Watershed District and our city engineer <br />as an adequate filter system. Dunlap suggested that any <br />erosion problems be corrected as they come up. The Zoning <br />Administrator informed Ryan Construction and the Commission <br />that the unpaid sewer and water unit charges assessed against <br />the property would have to be paid before the building permit <br />is issued. <br />John Lambin, contractor, and George Hanson were present. <br />Lambin presented the plans to the Commission for the con- <br />struction of a new home. They pleaded hardship to the <br />land because of an approximate 2S' drop. The:-e was some <br />discussion regarding moving the street. Dunlap moved, <br />Pesek seconded, to approve this variance subject to <br />changes in the plan whereby the two remaining substandard <br />parcels would be eliminated. Two alternative suggestions <br />were made: <br />(1) Move location of unplatted street and combine all <br />three parcels, or <br />(2) Grant to the City a conservation easement over the <br />two substandard lots. <br />Motion - Ayes (6), Nays (0). <br />The Zoning Administrator informed the Conmission that <br />because of the cancellation of the July 6th meeting, he <br />had conducted a telephone poll of the Council and <br />Commission Members to get the necessary approval of <br />this variance.
