year the City passed a policy for the Crystal Bay <br />neighborhood and also revsed the one for the Navarre <br />area. Both of these had an escalation factor for the <br />cost of money. It is recommended, based on the original <br />assessment that the connection charge for this property <br />be in the range of about $9,000 (staff will need to do a <br />more accurate calculation.) <br />Should the Council agree to this connection the following items <br />would need to be undertaken: <br />1. Sewer Unit Allocation - The City would have to <br />negotiate with Long song for increasing of its units in <br />the lift station at Watertown Road. <br />2. Comprehensi�, Plan Amendment - The comprehenFive <br />plan amendment for this property would have tc e <br />initiate3 as it is currently outside the urban service <br />line. This is an issue that was raised in the Fulmer <br />application, principally because is was being hooked <br />directly to Metro Waste pipe line. According to the <br />rules even though this is a local line, if it is outside <br />what the City has determined the urban service line, it <br />is appropriate an amendment be undertaken. <br />RECOMMENDATION - It is the recommendation of staff because of the <br />availability of a mound system on the property and in light of <br />past requests, criteria and Council's other action that this <br />request for sewer be denied. If the Council, however, chooses to <br />connect the property; it is advised that the other properties <br />similarly situated be surveyed to dc--rmine their desire to hook <br />into sewer at this time, so that th 'ity determines the number <br />of units needed, not only at the lii�: station at Watertown Road <br />but in the entire Long Lake/Orono/Medina agreement. <br />PROPOSED MOTION - Moved by , seconded by _, to deny the <br />request for sewer service to the property at 2445 Woodhaven <br />Drive.
