91586. 8 <br />TO: Mayor and City Council , <br />u <br />FROM: Mark Bernhardson, City Administrator <br />DATE: September 15, 1986 <br />SUBJECT: Bow and Arrow Hunting/Game Animals <br />As noted on the attached ordinance the City ordinances prohibit <br />the use of bow and arrow to do any hunting within the Cite of <br />Orono. The ordinance does however allow the use of guns for <br />hunting of certain animals within the City given permission of <br />the owner of the property. It does restrict any killing of game <br />animals. <br />The City has h6 ' a request for a permit from a person who has a <br />state permit t iunt deer and does have the property owner's <br />permission. The purpose of this memo is to determine Counci l's <br />interest in permitting such activity. <br />It is staff's recommendation that-ontrolled bow and arrow <br />hunting is no more hazardous than hunting with a gun <br />on the property. Additionally it is felt that limiting of deer <br />within the community does reduce hazards to motorists who may <br />encounter such and result in significant damange to motor vehicle <br />and also personal injury. As for game animals it is appropriate <br />that they be removed when they become a nuisance. <br />PROPOSED MOTION - Moved by , seconded by , to adopt Ordinance <br />Number 25, Second Series to permit limited 'bow and arrow hunting <br />of game animals under controlled conditions.
