91586.1 <br />TO: Mayor and City Council <br />1 <br />FROM: Mark Bernhardson, City Administrator��' <br />DATE: September 15, 1986 <br />SUBJECT: Facilities Assessment - Request for Fund Allocation <br />As indicated at the last meeting I am requesting permission for <br />allocation of $8,000 out of existing monies in the building fund <br />for the Engineer to conduct an: <br />a.) Analysis of existing buildings as to repair and <br />bring into code compliance <br />b.) Analysis of space needs for all City facilities. <br />This request is made as in house City staff does not possess the <br />expertise to do the appropriate analysis. <br />The request is made to give Council the needed background for a <br />decision as to whether there is a justifiable need to undertake a <br />significant rehabilitations or replacement of all City facilities <br />(Public Works, City Hall, Police, Council, etc.) <br />9elow is a list of steps for consideration of such a decision. <br />This represents the third step in the process which is a <br />refinement of the process in attachment F from the March 20, 1986 <br />memo in facilities assessment. <br />1. In house facilities assessments <br />2. Preliminary analysis of needs, financing, etc. <br />* 3. Analysis of needs <br />* 4. Determination of need - Council <br />* 5. Analysis of possible site costs and preliminary <br />design <br />* 6. Determine appropriate method of financing <br />* 7. Select preliminary site(s) <br />8. a.) If funding requiring referendum <br />- Informational <br />- Referendum <br />* b.) If funding through other means <br />- Public Hearing <br />- Council decision <br />
