Our request is for $1,369.00 at the rate of 20C per <br />capita based on the 1980 census figures. <br />West Hennepin Human Services Planning Board acts mainly as a <br />planning and coordinating agency through which citizens are a <br />part of the decisionmaking in delivering needed health <br />and social services for tha 16( qc ar.: mile West Hennepin area. <br />It provides education, consulta — on, and technical assistance on <br />issues pertaining to human services delivery systems. It <br />provides linkages between governmental units, consumers and ser- <br />•iices providers; increases awareness of available human services <br />resources; identifies and advocates for needed services and im- <br />provements of the existing services system; and assists others <br />in the development of human services programs. West Hennepin <br />Human Services Planning Board also coordinates the delivery of <br />services when there is no other agency to do it. Our work in <br />the Emergency Services Program and the Energy Assistance Program <br />are examples of this. <br />West Hennepin Human Services Planning Board is the only agency <br />providing these planning and coordinating services to the West <br />Hennepin area. We rely heavily on the involvement of volunteers <br />to maximize cost effectiveness and increase citizen involvement. <br />This past year, we had 5795 volunteer hours by our Board of Dir- <br />ectors; 990 volunteer hours in our Energy Assistance Program; <br />and 1,781 volunteer hours in our citizen participation process. <br />We view ourselves as an advocate for the residents of our member <br />cities. We work to make services more accessible on a decenral- <br />ized basis and -eta fair share of human services tax dollars <br />back into our communities. <br />Two programs of special interest to cities this year that we <br />have initiated have been the "House Doctor" program and the <br />Dousing Resources Coordination and Advocacy Project. We are <br />working to promote programs that tie the needs of municipal <br />efforts with those of the human services. <br />
