Mabusth, Zoning Administrator!"j i ell <br />Date: September 4, 1986 <br />Subject: Hardcover Clarification <br />Staff has begun to receive complaints regarding the uncontrolled <br />use of on -land boat slips covered with canvas. Staff has never issued <br />building permits for the installation of track sections that allow <br />boats to be conveyed out of the water. The track sections are then <br />surrounded by a metal pipe structure that provides support for thV <br />canvas cover. Staff will have photos of these structures for y-..r <br />review. <br />Staff has also been advised that many of these track sections are <br />packed with gravel placed over plastic sheeting. In consideration of <br />Council's previous directives regarding hardcover, staff can make the <br />following findings: <br />1. Track sections on grass = 0% hardcover; <br />2. Canopy over track sections on grasp = hardcover; <br />3. Track sections bedded with gravel and/or plastic sheeting = <br />hardcover. <br />Staff recommends the following procedures for dealing with such <br />structures: <br />A) All new construction: <br />1. Track alone - possible need for a conditiona_ use permit <br />- alteration within lakeshore protected area - require <br />building permit at a minimum - building permit will limit <br />use of canopies and gravel. <br />2. Tracks with gravel. and canopy - conditional use permit <br />and variance (hardcover) and building permit. <br />B) Repair of existing structures: <br />1. If applicants wish to maintain canopy structure and <br />hardco-er, base requires conditional use permit review <br />similar to reviews for non -conforming structures. <br />2. Requires no land use permit - merely a building permit <br />if applicant maintains track sections only. <br />
