Field Crews will shoot the elevations of both access sites <br />prior to your meeting to confirm that each would satisfy sighting <br />distance for a 40 MPH road. Based on site inspections of the area, <br />Cook prefers the western access (access I) because sighting `ear <br />between Willow and Old Crystal Bay intersections at this point. <br />John Shardlow, the city's consultant planner, is preparing alternative <br />plans for total development of the surrounding area based on USGS <br />contour maps and soils maps of the subject area. The planner will <br />attempt to compare the propo. ed through road layouts to assure that <br />maximum property access is feasible with designated roadways and to <br />mininize private driveway curb cuts. Shardlow's report and layouts <br />will be available at your meeting. <br />Kathleen Blatz has called attention to the creation of the flag lot <br />(lot 2). The city must address not only the need for a variance to <br />standard that all lots must abutt a public street but that lot cannot <br />satisfy lot standard for required width. Lot 2 is not 200 feet wide <br />at the rear of the required front yard (50 feet from right of way of <br />Old Crystal Bay Rd). Staff has advised Blatz that in the early <br />eighties, mortgage companies were refusing land owners because <br />\pxoperty did not have direct access to a public road. In response, <br />the c4ty developed the platted corridor approach. It is true this <br />technique has been used in single lot splits, lot line rearrangments <br />or as in the Trapp plat on West Branch Road to assure a future private <br />road corridor to serve the larger lot to south. It has never been <br />used to serve as access for one lot in 3 + lot subdivisions where <br />alternate access is also available. Council is very consistent in <br />requiring all access via a shared road with no direct access for any <br />lot onto a public road. The creation of lot 2 in this plat would <br />appear to be a convenience for applicant. If approved Council must <br />f '.nd unique findings to differ from policy of limiting curb cuts with <br />subdivisions of 3 + lots. <br />
