TO: Mayor and City Council 8186.2 // <br />FROM: Mark Bernhardson, City Administrato4P1 <br />3 PolU'V41"" %!tFfING <br />DATE: August 1, 1986 f,UU 1 1 j01;:p <br />SUBJECT: VanEeckhout Request for water Hookup m <br />As you will recall the City of Orono and the City of Long Lake <br />have agreed to permit utilization of sewer by the VanEeckhout <br />property immediately north of the City of Long Lake and <br />immediately east of North Brown Road. Based on that approval, <br />the builder submitted his applications for a building permit <br />which indicated a hookup to Long Lake city water. Mr. VanEeckhout <br />was notified that unless he had been approved for water staff <br />could not approve the plans unless he wanted to submit the plans <br />with a well. He has submitted with a well and a building permit <br />has been issued. <br />Attached please find the memo from Mike Gaffron outlining the <br />issues related to water hookup. This property is not contained <br />: ithin the water agreement area (see attached) as it was <br />negotiated between the City of Long Lake and the City of Orono <br />back in 1984. As such it would require concurrence of both <br />ties. <br />While such connection of the property does not necessitate an <br />"extention", it is still in the rural area and sewer was <br />permitted as the only feasible means for sanitary disposal. <br />Based on the initial request there has been no demonstrated need <br />of the hookup to water being the only alternative available to <br />the applicant. This has been indicated to the applicant and it <br />has been requested that he bring forward any facts that he feel <br />appropriate to the situation. <br />If the City of Orono does concur with his request, the City would <br />then forward a request to the City of Long Lake requesting its <br />approval for hookup to their water system. <br />RECOMMENDATION <br />It is the staf f Is recommendation based on the information <br />submitted to date that the request be denied, as hookup to water <br />is merely a convenience and cost saving to the developer and a <br />well is a feasible alternative for this site. The basis for this <br />recommendation is that there may be several other properties <br />equally situated that abut the Long Lake water system who may <br />also desire to hookup. Such hookups were not in the <br />contemplation of the rural area currently designated in the comp <br />plan unless there is a rezoning and/or comp pl:.i amendment. <br />PROPOSED MOTION - Moved by , seconded by _, to deny the <br />request for water hookup to the property as an onsite well is a <br />feasible alternative in this case.
