MINNESOTA 55487 <br />MEMORANDUM <br />TO: Hennepin County City Managers <br />Community Newspapers, District 7 <br />Neighborhood Organizations <br />Environmental Organization/sl ----- - FROM: Commissioner Mark Andrew <br />RE: Mandatory Recycling Ordinance - Public Hearing - <br />10:00 a.m. August 13th - Hennepin County Board Room <br />The Hennepin -ounty Board's Public Service Committee will be <br />meeting August 13th at 10:00 a.m. to hold a public hearing on <br />our proposed recycling ordinance. The ordinance would: <br />Require all cities in Hennepin County to have a <br />recycling program with a goal of 16% recycling of all <br />waste generated in that community. <br />Allow all recyclable glass, aluminum and cans to be <br />placed in one container for leter separation at a <br />centralized processing facilit;. <br />- Establish a licensing system for collection or hauling <br />of recycled materials. <br />Establish an enforcement program allo•-ping haulers to <br />issue warning notices to persons not in compliance <br />with the requirements of the ordinance. <br />Establish a system of issuing citations to persons not <br />in compliance with this ordinance. <br />This public hearing is being held to provide the public with <br />an overview of this proposed ordinance and to provide an <br />opportunity for citizens to comment. <br />
