Mayor and ( ty Council FROM: Mark Bernhardson, City Administratoi " __10,C0 DATE: June 26, 1986 i.A� V' ._ SUBJECT: Hazardous Tree Removal Policy As part of the Public Works budget under the general heading of Right-of-way Maintenance there are some monies for removal of dead trees that are City right-of-way. This amount however has been very limited and as a number of trees in City right-of-way have developed Dutch Elm the City needs an additional appropriation of up to $3,000 from Contingency in order to properly remove the dead trees that reflect a hazard onto another person or their property. Such an amount would allow us to take down an additional 10 trees a year over what is currently being done. Principally these are trees that have died from Dutch Elm and sit on right-of-ways such as public accesses and abutting street right-of-way where the trees belong to the City. As you may be aware the City did encounter a branch falling on the vehicle parked in a person's driveway which is in the C'ity's right-of-way. The branch was from a City tree, on a City's public access and did cause considerable damage to two vehicles. This fund is set up as an emergency fund to assure that the City monies to take care of problems on an ongoing bass. For the 1987 budget additional monies in right-of-wpy maintenance will be requested to handle this amount. For the 186 budget if all the funds in right-of-way maintenance are not used up these will be put back in contingency to reimburse the $3,000.00 appropriation done under this policy. PROPOSED MOTION - Moved by _, seconded by _, to institute the policy for removal of hazardous dead tree! -)n City property that present a significant danger to abuttinc_ property owners and their property. Additionally the Council authorizes a $3,000.00 appropriation for this fund to be reimbursed of any monies left in the right-of-way maintenance account at the end of the year. Ayes __, Nays __
