62686.2
TO: Mayor and City Council
_{ JUL 12 1986
FROM: Mark Bernhardson, City Administrator(,.
DATE: June 26, 1986
9 Y OF
SUBJECT: Wayzata Building Inspection Services Contract
Attached please find the contract that the City has negotiated
with the City of Wayzata. This format will generally be used for
the other two communities and the charges will be uniform across
the board.
The unique items about the Wayzata contract are that it is for
approximately one (1) year term and it is broken down in phases.
The responsibility mix between the two cities changes in each
phase with Orono's responsibility being reduced and Wayzat,.'s
responsibility increasing.
As this contract does place Mr. Tom Jacobs with more
responsibilities and the fact that he is an "exempt" employee
under the Fair Labor Standards Act and therefore not subject to
overtime, it is the recommendation of the Administrator that his
salary during the term of this contract be increased 10% over the
current base to reflect his additional responsibilities for the
life of the Wayzata contract. Mr. Jacobs has been putting in
extended hours to help cover this, the staff feel this is
appropriate compensation and was contemplated in setting the fees
and the June billings of $3,300.00 already exceeded the cost of
the annual increase. Additionally based on preliminary
Comparable Worth results it would be appropriate that his salary
be raised a minimum of 10% at this time, even without the
additional responsiblity.
RECOMMENDATION
IL. is recommended that the Council adopt the contract as
negotiated together with approving a salary raise for Mr. Tom
Jacobs.
PROPOSED MOTION - Moved by _, seconded by _, to accept the
contract between the City of Orono and the City of Wayzata for
building inspection services, which commence 1 June 1986 together
with approval of a 10% salary increase from $25,305 to $27,835
for Mr Tom Jacobs.
