Mabu: h, Zoning Administrator <br />Date: July 9, 1986 <br />Subject: Staff Amendment <br />Staff has made the appropriate changes of the original sLaff <br />amendment as requested - note the highlighted sections. In regaru to <br />questions raised regarding clarification for berming and the allowed <br />height for structur a, -taff cannot legally include these changes with <br />this current code ter-ment because these specific sections were not <br />included in the public )- --irg notices nor were they considered by the <br />Planning Commission. ,.taff will include these concerns in a latter <br />amendment. <br />Staff has worked closely with the Building Dc artment in <br />establishing realistic and workable standards in determining unusual <br />levels of land alterations associated with building permit reviews <br />that would require Council review and approval. <br />The three phases of land alterations - removal, filling and <br />grading have been individually addressed. Please refer to pa-- 3 of <br />the amendment. <br />As for excavations - <br />staff notes it is not the size of <br />the foot <br />print of the house <br />but the <br />depth of <br />that foot print. Average <br />baseme <br />excavations range <br />from 4 <br />to 12 feet <br />- the majority of that <br />fill is <br />used in backfilling an <br />he final <br />grading around the house <br />(minimum <br />width 3 feet 'rom <br />house, co direct <br />drainage away from foundation. If <br />the excavation is <br />deeper <br />than 12 <br />feet thr excess material <br />must be <br />removed from site <br />immediately and <br />if stockpiled the City must <br />review <br />and approve. <br />If a iilder proposes more than 100 cubic yards of additional <br />fill on a ate during const=action, the' rust be reviewed by City. <br />Changes in elevations nin f`ve feet of adjacent resident -al <br />lot lines would also have t reviewed by City. <br />
