Since <br />that variance review the Andersons have moved out of <br />the house -- the house has been vacant for over 2-1/2 <br />years. The Andersons have had the house offered for <br />sale for at least four years . Reports from persons <br />seeking information on the property confirm the house <br />will require major repairs if it is to remain in its <br />present state and not be torn down. <br />Are there adverse effects on the character of this <br />residential neighborhood as a result of this use. <br />a. External appearance will not change except for <br />the appearance of guo.sts in yard or at dock but in <br />the performance of associated residential like <br />uses. Remember the house contain:- 9 potential <br />and if used to the "maximum potential, family <br />unit" could sustain 18+ permanent members instead <br />of the intermittant week -end use of the B&B <br />guests. <br />b. Septic use will be comparable to 1.0 member <br />family use. Laundry will be done commercially. <br />There is adequate area for more drainfields. <br />In 1985 staff contacted two cities that have approved B&Bs. Stillwater <br />allows theirs via a Conditional Use Permit in what they classify as an R-2 <br />or duplex zone. A district that has predominantly large older homes. <br />The Stillwater staff had reported that after the first B&B was approved at <br />an 8 bedroom use (not primary residence for owner) that they never received <br />a complaint from the neighbors and that those they heard from said they <br />wouldn't even know a B&B operated within the residence. A second request <br />for a B&B was approved in late 183 without any objections. The City is <br />considering limiting the total number of B&Bs to four for the district. <br />Excelsior allowed their B&B via a Conditional Use Permit because the use <br />satisfied performance standards established for use of designated historic <br />structures. I have enclosed the resolution that approved the use at 201 <br />Mill Street. <br />In our recent review, staff learned that the City of Hastings recently <br />amended their code allowing a B&B use in a multiple dwelling zone (duplex) <br />as a permitted use - similar to the Stillwater code (review Exhibit G). <br />The Planning Commission felt that. the Hastings code provided excellent <br />direction for Orono's amendment but that Orono allo4 a B&B via a <br />conditional use permit. <br />Staff rechecked with other governmental agencies that would have to either <br />inspect (annual inspections) or license such facilities. A B&B is <br />classified as a Lodging House by both State and Hennepin County "where <br />
