planning and implementation of other activities in the la..e shore <br />communities which effect lake surface use. LMC -hould become the lead <br />agency for comprehensive plan review and planning for use of the lake. <br />This function should be consistent with Metropolitan Council planning <br />coordination, as it may pertain. LMCD should dlso adopt certain more <br />restrictive ordinances on lake use, as it has recently done on the DWI <br />ordinance. A suggested specific example would be to further reduce <br />night-time and peak use time speed limits. <br />The LMCD, cooperatively with DNR and the Sheriff's Water Patrol, should <br />continue and expand its educational activities. <br />b. Hennepin County should continue its present activities on the lake <br />through the Sheritf's Water Patrol and the lake maintenance operations <br />of the Department of Transportation. The MCTFLM, Minnesota DNR and <br />LMCD agree that expansion of the Sheriff's Water Patrol, which has <br />occurred ever approximately the last ten years, should continue until <br />t'�e patrol is at a strength fully equal to its responsibilities, which <br />have increased with added public use. County DOT maintenance must also <br />grow to match increases in public use. <br />c. A principal recommendation is that a rf.gior.al recreation open space <br />implementing agency, most logically the Suburban Hennepin Regional Park <br />District (SHRPD), should prepare a master plan and acquire, develop and <br />operate a regional recreation open space entity on the laKe. The facil- <br />ity should be consistent with applicable plans and should incorporate <br />existing regional properties, other new parcels in the lake and on the <br />lakeshore which may be necessary for its function as a significant <br />regional recreation facility. The facility should provide the follow- <br />ing regional functions, among others: staging areas for ferry or other <br />access to islands in the regional park, shoreline access and docks for <br />fishing, areas for viewing the lake and shoreline, parking and -kan,itary <br />facilities, and boat rentals. Appropriate launch facilities for small <br />craft and fishing boats should be included, especially in zones 3 and <br />5. The plan should be prepared by the implementing agency, reviewed by <br />LMCD and DNR and approved by the Metropolitan Parks and Open Space <br />Commission and Metropolitan Council. In the event that SHRPD is unable <br />or unw;''' -i to implement the proposed new regional facility, LMCD <br />shoul,' uested to carry out the task as a regional implementing <br />agent, . e latter event, modification of L'ICD's legislative <br />authori be required (see Appendix C). <br />d. Minnesota ur1R should continue its present activities on the lake <br />including: <br />- Providing enforcement by conservation officer patrol including <br />recent expansion in the amount of hours spent on the lake by sr. <br />increased enforcement staff. <br />- Continue to carry out its other statutory responsibilities for such <br />tasks as permit review and wetland, lake bottom and water protection. <br />- Continue to implement those parts of the 83TF recommendations which <br />lie within its authorities, but with closer coordination: with LMCD <br />with particular respect to the selection (i.e., needs assessment, <br />priorities and process for selection) of boat launch and/or shore- <br />3 <br />
