MI:,-.TING I1F.1.D JANUARY 27, 1986 <br />l935 WAYZATA COUKTRY CLUB continued <br />Representinq the Wayzata Country Club was Don Hennings. <br />He noted that the Grounds Superintendant felt positive <br />that they had the verbal. approval to proceed with the <br />plans as presented back in 1981. <br />It fas moved by Councilmember H, riierel, seconded by <br />Mayor Butler, to grant conceptual approval to the <br />Wayzata Country Club for two earth -moving projects as <br />outlined in staff's recommendations, but directing the <br />Country Club to submit the pond work in a separate <br />conditional use permit. Bagman were present for this <br />matter. <br />City Administrator Bernhardson reviewed the status of <br />items pending from the .ianuary 13th Council meeting <br />,Ahict, were: <br />1) staff to review the "average setback" concept. <br />2) applicant to consider an alternative site <br />locution, which he has submitted a letter regarding <br />this. <br />3) st.af f to contact neighbors to ensure that they <br />ace aware of the ongoing review process, which <br />Asst. Zoning Administrator Gaffron has done. <br />Assistan* oning Administrator Gaffron explained ind <br />showed se. al different ways to :.nterpret the "average <br />setback" c ,kept whi:711, inclu:ied the variations of the <br />".line of sight" average setback rule. <br />It was moved by Councilmember Grabrk, ,7,. nded by <br />Councilmember Adams, to adopt Resolutior : approving <br />the variance request to construct an ir., ool based <br />on the "a verrge setback" nterpretation _aig. line <br />method) as written in the proposed resolution; and <br />amending the resolution to include under Findings the <br />hardsh;ps of topcgraphl and shoreline irrc-gul.arity. <br />Motion. Ayes 5, Nays 0. <br />City Administrator Bernhardson stated that staff would <br />re -ward the code to rf f lect the intent of the straight <br />line method of determining the average setback and <br />submit it at. the February Plannino ')mmission me:,ting. <br />
