Topographic Survey - this has been provided by VanEeckhout, and I <br />have analyzed the slope percentages and categorized them as 0-6%; 6- <br />12%; greater than 12%. The only adequately large site for a mound <br />where slopes are 0-6% is an area at the midpoint of the lot that is <br />very wet at the northerly end and appears to have been filled at the <br />southerly end, hence would not seem very feasible for an on -site <br />system. <br />Aside from the philosophical questions and the restrictions on sewer <br />connection imposed by the Comprehensive Plan, etc. in my opinion, in order <br />to justify granting of a sewer connection, the Council should require <br />adequate documentation to prove from a technical standpoint that art on -site <br />system is not feasible on the property. <br />This documentation should include logs of soil borings and perc testing, <br />and this information has not been submitted, although I stated to both <br />VanEeckhout and Shirmersthat this information will be r:ecessary to prove <br />whether or not a system is feasible on the property. <br />When Mark Bernhardson returns, we will meet with VanEeckhout to follow up <br />on this matter. However, I expect VanEeckhout and the people whom he will <br />be building for will be at the meeting Monday night and will request. that <br />you discuss this at that time. <br />PP <br />
