The City has received no negativa comments from adjacent <br />neighbors during the effective period of the Previous work Crew <br />Conditional Use Permits nor has the City received reports of any <br />problems with the operation of the camp during the time of the <br />temporary permit. <br />5. The City Council has considered this application including the <br />findings tnd recommendations of the Planning Commission, reports by <br />staff and comments of the applicant and the effect of the proposed use <br />on the health, safety and welfare of the community. <br />6. The City Council finds that granting a Conditional Use Permit to <br />allow the temporary overnight camping of workers involved in the <br />cleanup of the property will not be detrimental to the health, safety <br />or general welfare of the public, w-)uld not adversely affect tight, <br />air nor pose a fire hazard or other danger to neighboring properties, <br />nor will it depreciate surroundin; property values and that the <br />proposed temporary use of the property as approved will be in keeping <br />with the intent and objectives of the Zoning Code and Comprehensive <br />Plan of the City. <br />CONCLUSIONS, ORDER AND CONDITIONS <br />Ba... - upon one or more of the above findings, the Orono City <br />Council here grants a temporary Conditional Use Permit per Municipal <br />Zoning Code Section 10.31, Subdivision 3 (D) to permit overnight camping of <br />work crews involved in the clean up of the Big Island Veterans Camp from <br />May 23, 1988 to July 1, 1988, subject to the following conditions: <br />1. Crew to be limited to 57 workers - family members and friends can <br />not be on camp site for the duration of the temporary permit. <br />2. workers shall -ise portable gas stoves and charcoal grills for <br />cooking - open t ing to be approved by Orono Fire Inspector. <br />3. Tenting is wed only for work crews. The authorized caretaker <br />Mark Peterson, b be the only person to remain permanently on site <br />for the duration the temporary permit. <br />4. The facility sha> > inspected by the Orono staff on a regular <br />basis during the clean program. <br />5. Hazardous building3 are not to be occupied by worker crews but <br />are to remain boarded up and secured from public use. <br />6. Fire extinguishers must be provided on site. <br />7. Two septic facilities/structures have beer approved for use by <br />the work crews and are defined as the South Hill (Point Charming <br />structure) and the I- anus Row facility, per Section 4630.0900 of the <br />State Health Code. The water supply has been approved by the Orono <br />staff and awaits certification from the Hennerin County Environmental <br />Givibion. <br />Page 2 of 4 <br />
