Ordinance No. 7 <br />An Ordinance Raqulailn2 Plai- <br />ting Lo the Village of Orono. <br />Hennepin CountT, Fanneaota. <br />The Village Council of the Vil- <br />lage of Orono ordains: <br />That the following regulations <br />be, and the same are, hereby <br />adopted and approved; Lind shall <br />be known as and may be cited as <br />"Village of ")rozio Subdivision <br />Rego' ions." <br />In order to safeguard the best <br />Interests of the Village of Orono <br />and to assist a subdivider in har- <br />monizing his interests with those <br />of the Village at large, this ordi- <br />nance is adopted in the hope that <br />adherence to it will bring results <br />beneficial to all concerned. <br />It is obvious that piecemeal <br />planning of subdivisions will <br />bring a disastrous disconnected <br />patchwork of pattern and poor <br />circulation of traffic unless its <br />design and arrangement are cor- <br />related to a Master Plan Study <br />aiming at a unified scheme of <br />community interests. It is, there- <br />fore, necessary for the Orono <br />Village Council to make certain <br />regulations a n d requirements <br />which contribute to the health, <br />safety, convenience and general <br />welfare of the corni.•unity. In <br />the long range analysts, the Fan- <br />mrig Commission believes these <br />regulations will aid in raising <br />pro�Xrty values for the subdivid- <br />er and will effect many economies <br />in the platting and development <br />of a logical subdivision <br />"4ubdivision" in this ordinance <br />met,ns the division of a parcel of <br />land into two (2) or more lots or <br />pet+:eb for the purpose of trans- <br />ter of ownership or budding de- <br />velepment; provided that a divi- <br />stor, of land for agricultural pur- <br />poses Into lots or parcels of five <br />(5) KTes or more and not involv- <br />ing a new street or alley shall <br />not be deemed a subdivision. The <br />tern includes re -subdivision and, <br />when appropriate to the context, <br />steal. relate to the process of sup- <br />dirkfing or the land subdivided. <br />Division of any existing lot, par- <br />cel or plot of land shall be ccn- <br />■tdered within the purview of <br />this itirdioaace. <br />GZXZ &L RLGVIREW"T8 <br />assee - <br />1. Its any areas where the 1'!an- <br />ning Commissiun has adopted a <br />part or whole of a Master Plan, <br />the proposed subdivision shall <br />conform in general principle to <br />such Master Plan and if the sub- <br />division area covers a designated <br />the oughfare. such part of this <br />main artery shall be part of his <br />Plat and shall be dedicated by <br />the subdivider. <br />2. In the design of the subdi- <br />vision, provision shall be made <br />for the proper connections with <br />existing streets in adjoining sub- <br />divisions or for the proper exten- <br />sion of proposed streets into the <br />adjoining property where such <br />adjoining property has not been <br />subdivided. In considering the <br />extensicn of such street every <br />attempt should be made to main- <br />tain property values in adjoining <br />subdivisions. (Adjoining de relop- <br />ments f unequal chars -ter <br />should not be united by connect- <br />ing streets unless it is deemed <br />necessary in the public interest <br />for street ma:iaerance, safety <br />and fire protection to du so ) <br />3. Street right-of-way widths <br />shall be designed in accordance <br />with their character and use. Thp <br />following widti. , are suggested as <br />minimum right-of-way for var- <br />ious types Of streets: <br />Right -of -Way <br />a Major arteries and <br />parkways ....................... 100 feet <br />t. Secondary and main <br />thoroughfares 80 feet <br />c. Neighborhood residen- <br />tial streets ..................... CO feet <br />d. Minor residential <br />streets .... .....__..... ... 50 feet <br />4. It is desirable that all r.treets <br />shall intersect as nearly at right <br />angles as seems pra(t!cal, taking <br />other factors into consideration. <br />5. Minimum center line radii <br />of local minor streets shal' be not <br />less than 100 feet, centerline radii <br />of m3pir and secondary thorough- <br />fares should be not less than 300 <br />feet. <br />A. The location of all curved <br />streets should be so arranged as <br />to fi, the natural topography as <br />closely as possible and to make <br />possible desirrilc land subdivt- <br />su.ns and safe vehicular traffic <br />7. Terminal residential streets <br />or culs-de-sac should be platted <br />not longer than $00 feet uriess <br />toposgraphicol condition., make a <br />IonFer terminal Rtrect necessary. <br />Such cuts -de -sac should be avoid- <br />ed altogether where possible. <br />8. A turnaround at the erid of <br />all terminal streets shall be pro- <br />vided of not ►ers than 100 feet <br />in diameter at the property line. <br />9. Street names may be indi- <br />cated but shall not duplicate nor <br />resemble too closely names of ex- <br />isting streets in Orono or in the <br />metropolitan area. Existing street <br />names shall be used when the <br />platted street is a logical exten- <br />sion of that particular street. <br />Alleys <br />1. In general, alleys shall not <br />be permitted in a reside.iUal sub- <br />division. Service drives shall be <br />provided on major thoroughfares. <br />Where alleys are necessary and <br />approved by the Council, they <br />shall be not leas than twenty (20) <br />feet in width. Alleys will be re- <br />quired in the rear of all lots to <br />be used for business purposes. <br />2. Where two (2) alleys inter- <br />sect, a cut-off of not less than <br />ten (10) feet along such property <br />line from the normal intersection <br />of the property lines shall be pro- <br />;ded. <br />3. Dead-end alleys ahall be <br />avoided where possible, but if <br />unavoidable, shall be provided <br />with adequate to-n-around facil- <br />ities at the dead-end as deter - <br />mired by the Council. <br />iasernents <br />Where alleys are not provided <br />at the rear of properties, there <br />roust be provided a public ease- <br />ment as a part of the plat. The <br />purpose of such easement is to <br />provide possible location for util- <br />ity lines such as sewer, water and <br />gas and for location of electric <br />and phone lines Such easement <br />shall be not less than llve (5) feet <br />on each side of the Iot line, mak- <br />ing a total of ten (10) fee*.. do <br />garages nor structures Shull be <br />built upon this easement.
