Second Series <br />It was moved by Councilmember Frahm, seconded by Mayor <br />Butler, that the Council adopt the parking restriction <br />as outlined in the attached ordinance. Motion, Ayes 5, <br />Nays 0. <br />LEGISLATURE. POLICIES - 1986 <br />City Administrator Bernhardson reviewed his memo <br />regarding 1986 legislative policy issues being: Local <br />Government State Aid, Annexation, Insurance, Tax <br />Increment, Tax Exempt Property, Lake Minnetonka User <br />Fee; and on the federal level - Revenue Sharing, <br />Community Development Bl(-ck Grant, and Graham-Ruddman. <br />It was moved by Councilmember Grabek, seconded by <br />Councilmember Adams, that the Council has given staff <br />direction regarding the City's policy position on the <br />above legislature issues to work to effect the <br />appropriate changes. Motion, Ayes 5, Nays 0. <br />WATER AND SEWER RATE STUDY* <br />It was moved by Mayor Butler, seconded by Councilmember <br />Adams, that the Council direct award of quotation to <br />Pannell Kerr Forster to conduct the 1.986 water and sewer <br />rate study.
