trespassing on private docks and other public safety <br />conflicts especially on 51 east of the bridge. rf the <br />commitment were to be made, we woul-1 then undertake to <br />determine what additional costs that would be associated <br />with grading; possible expansion of 51 to reduce the <br />pedestrian/bike/vehicular conflict; stripping; etc. <br />4. Develcopmert of Off-Site/Off -Street Parking - As noted in <br />the attached liagram, ther? arp sites that are tax forfeit <br />that the City owns within 1500 feet of the access. Staff. is <br />currently exploring to see if it is technically feasible for <br />development cf parking slots, not only as overflow parking <br />for HendrickE.on site, but potentially for an alternative <br />use, such as ,lark and ride. While this could be a problem <br />and potential burden on 5 or 6 property owners, together - <br />with some drainage and stormwater ponding concerns, it wou.Ld <br />get the parking off the street. Obviously anything done in <br />this regard mould require funding from outside sources and <br />we are currently exploring those also. <br />5. Additional. Access for Small Boats - One of the <br />a1ter riatives-was that if additional parking in the zone <br />could not be found then an additional access for small boats <br />be developed. At present we are unaware of any sites that <br />this would be possible, <br />6. Staged Commitment - Since there does not appear to be <br />an demd in total. for 700 spots at any one time, it may be <br />appropriate tt.at with any of these alternatives that the <br />City only commit a portion of those spots in a prorated <br />manner to meet actual demand. It is noted in the 1984 <br />Biocentrics report done by DNR that the maximum number of <br />free puhl is access users was only 325, less than half the <br />total 700 slots that are being requested for commitment. <br />7. Secure Spots With A Contingency -':his alternative would <br />make any commitment contingent on things such as, but not <br />limited to: <br />No additional public access on the lake <br />institution of fees for lake use <br />No additional increase in lake activity <br />RECOMMENDATION <br />It. , recommended that the staff explore further alternative <br />number 4 with additional information brought back at the January <br />27th meeting. Additionally it is proposed that a public hearing <br />regarding the public access, be held on F-^bruary 10, 1986, and <br />that the appropriate property owners be contacted for this <br />public hearing. The notice should indicate generally which <br />direction the City would like to go on it. It is felt that a <br />recommendation of staff at this point should the alternative <br />nunber 4 be feasible is follows: <br />3 <br />
