r'ernm nd that money be used to obtain the 700 slots around the
existing public access sites and that no additional public access
sites on the lake be made. One of the questions however, is the
ability or control that Metro Council's recommendations are going
to have on DNR's ability to develop either the si,e they have
currently purchased or other sites around the lake in which they
r7an obtain a willing huy,r.
ISSUES
The principle issues as they relate generally are as follows:
1. Numbers on the lake during peak periods generally
2. Numbers on the lake in specific areas
3. Unsafe boating practices
4. Burden of costs related to use
5. Ingress and egress to and from the lake pa ticularly
for free access users
At the time of the 183 Task Force the Orono Council was desirous
to commit these slots. Because of related problems and the fact
that commitment of these slots may not guarantee that there will
not be additional usage on the lake, the Council to this point
has been reluctant to commit the slots.
ALTERNATIVES
The following represent the major alternatives that the Council
could take. While these are discrete alt=rnatives there may be
s,)me combination possible.
1. No Commitment - This is the status quo alternative
and runs the risk of Orono appearing uncooperative as it
relates to pressure for additional public access on the
:ake. However, the potential for public safety problems
associated with on street parking together with the fact
that there has not been a great demonstrated need, apart
from 6 or 8 time during the year, for parking outside of. the
Hendrickson bridge site together would be appropriate
rationale for no commitment.
2. Promote Moderate Expansion
On -Site -
As you
may be aware
the ilenTlriTson access site has approximately 61 spots on it
an,l there is the possibility
that they
could
make a small
expans i%)n to the west to add
a few more
spot:,
although we
do not have a definite number
this would
yield.
3. Commitment of_U to 79 On -:street Parkin Slots in
Zone1 - Within 1500 feet there are approximatey'75 to 85
parking slats available that meet the 10X50 standard. As
you will note by the streets on the diagram, this on -
street parking can cause pedestrian/bicycle,'vehicular
conflict; results in poor turn -around to get back to the
site and has s,_.ie 1of the boat traffic going onto residential
streets in the. c,)mmunity. Additionally it results in
2
