TO: Mayor and City Council <br />FROM: Mark Bernhardson, City Administrator 4; <br />DATE: December 4, 1985 <br />SUBJECT: Metro Wa5te Control Commission/Orono Interceptor Project <br />Attached please find a letter that I have addressed to Glenn Cook <br />regarding Bonestroo's proposal to be the engineering consultant <br />f irm for Metro Waste C,)ntrol Commission on the study of MWCC's <br />Orono interceptor system. The interceptor system is the sys �m <br />that. starts in the west end of Minnetonka Beach and runs up <br />County Road 19 and east on County Road 51 to the old Orono French <br />Lake sewer plant. This is the line that was originally put in <br />during the Orono sewer construction and over the years has at <br />times exceeded the capacity that it was designed to handle. This <br />has resulted in sewage, not only in basements but raw sewage over <br />flowing out of the lift stations and being dutaped into Lake <br />Minnet Enka. MWCC has programmed to improve this for the past few <br />years and is at present in the process of awarding the project to <br />an engineering firm to determine the most appropriate way to <br />correct the problem. Additionally they have programmed about two <br />million dollars to actually fund the improvement project. <br />Proposals were submitted by three engineering firms of width <br />Bonestroo was one. We do have some concerns that a potential <br />conflict of interest might exist, however, we have outlined those <br />areas and if MWCC doss not have significant problems, we from a <br />staff standpoint see that on balance, it is of benefit if <br />Sonestroo were awarded the cunt- ct, because of their history <br />with the system and knowing it has problems and having a vested <br />interest to improve it to Orono's benefit. <br />Should you have any furtht- questions please feel free to contact <br />me. <br />PROPOSED MOTION - Moved 'y , seconded by _ , that the City <br />Council accept the i.nfc.)rmat ion from staff relating to the <br />tiWCC/Orono Tnterceptor.
