Mabusth, Zoning Administrator <br />December 6, 1985 <br />Subject: #980 Richard Keaveny, 3423 Shoreline Drive - <br />A) Preliminary Subdivision <br />rt <br />1 <br />B) Request for building permit for Lot 2 prior to final plat <br />approval <br />A) Preliminary Subdivision <br />Mr. Keaveny advises that he will proceed with the subdivision as pro- <br />posed subject to the City's conditions of approval. The applicant has <br />asked hat the following issues be addressed by Council: <br />1. Who is financially responsible for the installation of signs and <br />light posts and other improvementr, `hat result from the County's <br />upgrading of County Road 15? <br />Staff is unable to give direction on this question until many other <br />issues are first resolved by the City (example: potential of tax increment <br />finance district, public/private cost share, spr-ial assessment). There <br />are many alternatives available that will be considered by the City but we <br />are unable to respond at this time. <br />The City must deal with a more comprehensive approach rather than an <br />individual response. We will be dealing with several affected property <br />owners on this matter in the future and hope to establish an equitable <br />policy for all. <br />2. How will the reduction in parking affect future and existing uses <br />on his property? <br />Staff has reviewed both existing and potential parking on the site <br />(review City Engineer's sketch) as follows: <br />North Parking -Area: <br />a) Prior to County Road 15 Improvement <br />Stalls <br />Area Existing Required <br />Liquor Store 1,056 s.f. 7 7 <br />Drug Store 4,500 s.f. 33 30 <br />Total 40 37 <br />
