If the police Chief finds that such a <br />parade or event will not cause a hazard to persons or property, <br />and will cause no great inconvenience to the public, and if he <br />is able to make arrangements for necessary direction any' control <br />of traffic, he shall endorse his acceptance and return the <br />application to the City Clerk. If the Police Chief finds the <br />parade or special event described in the application to be a <br />hazard, a substantial inconvenience, or if he is unable to make <br />.adequate arrangements for direction or control of traffic, he <br />shall return the sam- to the City Clerk with his findings. <br />Suhd. 5. Council Action. The City Clerk shall refer <br />the application and results of investigation to the Council at <br />its next regular meeting. The Council may either (1) deny the <br />permit, (2) grant the permit, or (3) grant the permit cn <br />condition that a date, time or route are acceptable to applicant <br />which differ from such as stated in the application. Applicant <br />shall have three (3) days within which to communicate his <br />acceptance to the City Clerk. <br />Subd. 5. Unlawful Acts. <br />A. It is unlawful for any person to hamper, obstruct, <br />or impede or interfere with any parade, parade assembly, special <br />event or any person, animal or vehicle participating in the <br />parade or special event. <br />B. It is unlawful. for any person to drive a vehicle <br />between the vehicles or persons comprising a parade or special <br />event when such parade or special event is in motion, except by <br />direction of police officers directing traffic. <br />C. It is unlawfol fcr any person to enter into a parad <br />or special event without prior authorization from the c.— irman. <br />Subd. 7. Exceptions. This Section shaI l not apply r.o <br />J) funeral processions, or (2) a governmental agency acting with <br />ONP scope of its functions. <br />Subd. 8.
