,ro: Mayor and City Counc: i 1 f <br />FROM: Mark Bernhardson, City Administrator, <br />DATE: October lid, 19n5 <br />SUBJECT: LAKE MI NNETONKA USE AND ACCESS <br />The following represents some of the significant findings of <br />discussion regarding Lake Minnetonr,a At the Council's September <br />23, 19V5. meeting. <br />Number of Users - The perception verses real ity as to <br />the number' of beats and "source" was interesting in that <br />according to scud- done for DIAP, the total number of persons <br />using public access did not amount to more than 350 at any one <br />time and was often down in the 100-200 range. The substantial <br />number of users came from the marinas, although weekend use by <br />abutting lakesho.e access owners was up considerabiy both in <br />numbers and percentages on thc! weekends as opposed to during the <br />w r? C` k . <br />- Flow Problem to Access - The apparent problem <br />in public accesses is not so much the parking and the convenient <br />or inccnvenienco of the par!;ing but from the frame public accE�s , <br />users standpoint (or intended users) is the actual time and <br />convenience experienced in putting boats in and taking them out. <br />To this extent the problem 13 not the parking spots that everyone <br />has focus -,ed on, but it is the number of ramp spots avai lable for <br />persons wanting to use the lake. <br />- Total Like Usage - The attendent question then is if <br />the flow through the ramps either public or private is increased <br />does that significantly affe-t the total number of users that are <br />on the lake. <br />- Safety and Enforcement - Accidents and injuries on the <br />lake are not neressarily Fu—nc on of the absolute volume on the <br />I <br />ake, with perhaps a higher correlation to abuses such use is <br />alcohol. <br />- Jurisdiction - It was very apparent, coupled with <br />irformation earn d�aitee that meeting that there :9 a question <br />of iurisdiction as it relatf:s to: <br />- Who his what authurit.y to create rogulations an the <br />lake. <br />- Who has authority to enforce. <br />- Who is doing the prosecution work and how effectively <br />are they do inq it. <br />-Accr a«l Sitin�l - renently the number o, existing eccess <br />sit, s apart�i ro m mic a na do-kc,d hoAts to+i 1 .:.Roshnce access docked <br />tx,ats ♦re as f :.,g lows: <br />
