TO: Mayor and ty C ounL i l <br />FROM: Mark Bernhardson, City Administrata <br />DATE: October 25, 1985 <br />SUBJECT: Public Lane - Highwood Road <br />At .ached is a letter from Merlin Halverson who is the resident <br />who abutts one of the two public_ access/fire lanes that are <br />situated on Highwood Road. Both of these access at present <br />remain unimproved in part because of the difficult terrain, <br />length, and proximity to adjacent structures. The one next to <br />Mr. Halverson's house has however been used in the winter <br />principally by the neighborhood for snowmobile access onto the <br />lake. Utilization of both this access and use of his si -Aveway <br />that may look like the access particularly in the evening hours <br />has been of concern and aggravation for Mr. Halverson. <br />He has written this letter and would be willing to appear in <br />person at such time that the City would desire to have a pub 'c <br />hearing regarding any changes in the access use. Based on cne <br />response we as a staff would recommend the following: <br />1. Order a public hearing and appropriate notification being <br />done to char.je the status of the access as outlined b?low. <br />2. That similar to what has been done in other access that <br />snowmobile traffic and other motorized traffic: be prohibited from <br />utilization of this access. <br />3. That the City retain the access for future use including use <br />four a fire lane as need be. <br />4. `l'hat. the City instal 1. appropriate signage, posts and post <br />delineation to assist in property dofinition on Mr. Halverson's <br />sidtr. <br />5. Havo Mr. !.-,Iverson work with the Police Department regarding <br />any trespassing c,n his property. <br />We have removed obsticles that were existinq on the right-of-way <br />or will have them removed by November 1. <br />If you have any further questions or comments, please feel free <br />to contact me. <br />PROPOSED MOTION - It was moved by , seconded by , that the <br />public hearing be held regarding limitation of use on the City's <br />public accef ; betw ern Lots 23 and 24, Highwood bake Minnetonka <br />for the November 2h Council meetin(l.
