Article 5 ORGANIZATION <br />Section 5.01 Job Descriptions <br />The city will maintain job descriptions for each regular position. New positions will be developed as <br />needed but must be approved by the City Council prior to the position being filled. <br />A job description is prepared for each position within the city. Each job description will include: <br />position title, department, supervisor's title, FLSA status (the city administrator will determine whether <br />each employee is designated as "exempt" or "non-exempt" based on guidance provided by the <br />FLSA(employees in executive, administrative, and professional job classes are generally exempt; all <br />others are non-exempt)), primary objective of the position, essential functions of the position, examples <br />of performance criteria, minimum requirements, desirable training and experience, supervisory <br />responsibilities (if any), and extent of supervisory direction or guidance provided to position. In <br />addition, job descriptions may also describe the benefits offered and potential career path opportunities <br />as a means to entice a qualified pool of applicants. Good attendance and compliance with work rules <br />and policies are essential functions of all city positions. <br />Prior to posting a vacant position the existing job description is reviewed by the city administrator or <br />designee and the hiring supervisor to ensure the job description is an accurate reflection of the position <br />and the stated job qualifications do not present artificial barriers to employment. <br />A current job description is provided to each new employee. Supervisors are responsible for revising <br />job descriptions as necessary to ensure that the position's duties and responsibilities are accurately <br />reflected. All revisions are reviewed and must be approved by the city administrator. <br />Section 5.02 Assigning and Scheduling Work <br />Assignment of work duties and scheduling work is the responsibility of the supervisor subject to the <br />approval of the respective department head. <br />Section 5.03 Job Descriptions and Classifications <br />Assignment of job titles, establishment of minimum qualifications, and the maintenance of job <br />descriptions and related records is the responsibility of the city administrator. <br />Section 5.04 Layoff <br />In the event it becomes necessary to reduce personnel, temporary employees and those serving a <br />probationary period in affected job classes will be terminated from employment with the city before <br />other employees in those job classes. Within these groups, the selection of employees to be retained <br />will be based on merit and ability as determined by the city administrator, subject to approval of the <br />City Council. When all other considerations are equal, the principle of seniority will apply in layoffs <br />and recall from layoffs. <br />Page 22 of 151 <br />118 <br />
