Mabusth, Zoning Administrator CITY OF MONO <br />Date: August 21, 1985 <br />Subject: a) #852 Stanley Gregory, 1410 Shoreline Drive - <br />Conditional Use Permit - Installation of decorative pond - <br />second review by Council - tabled at 7/22/85 meeting pending <br />staff's resolution and recommendation for procedurally <br />dealing with the alleviation of designated wetlands. <br />b) #927 Stanley Gregory, 1410 Shoreline Drive - <br />Multiple Variances for Swimming Pool <br />a) #852 Staff recommendation regarding construction of decorative pond - <br />alteration and installation of wildlife pond to be reviewed at a later <br />meeting. <br />Review of application since last reviewed by Council - Staff met with <br />the following individuals on August 1 to discuss the total Gregory <br />application: <br />Mr. & Mrs. Gregory <br />Greg Kopischke, Applicant's Engineer/Planner <br />Glenn Cook, City Engineer <br />Jim Mahady, MCWD <br />Joel Settles, U.S. Soils Office <br />Dr. Richard Hanson, FWBI <br />It became apparent early into the discussion that the decorative pond <br />proposed was viewed as minimal in scope and considered to have little if <br />any negative impact on water quality or quantity. Retention is improved, <br />aeration will preserve water quality. The subject area is not a wetland <br />but a retention area - runoff flows directly from area out to lake via <br />southern culvert. The open pond at a depth of 4 feet will now serve as a <br />sediment trap - ridding runoff of the heavier sediment particules. <br />Currently, severe rainfalls could permit the heavier or larger sediment to <br />run directly into the lake. <br />The "experts" see no problem with allowing independent construction of <br />the decorative pond as long as the following is addressed: <br />1. The question of the maintenance of the desired water level must be <br />resolved. Does the applicant plan to pump water from the main lake or <br />install an independent well. They advise that droughts or dry periods <br />will effect the water level of the pond constructed at the 929.4 <br />elevation. <br />2. Plans for the temporary overflow outlet to the southern culvert <br />must designate elevation of outlet, channel construction, cross pro- <br />file of channel (banks to be at 7:.1 slope (horizontal :vertical) desig- <br />nated to encourage return of vegetation. Channel to northern wetland <br />will not be constructed until wildlife pond alteration is resolved. <br />
