Gerhardson, Public Works Coordinator ORONO <br />Date: July 18, 1985 <br />Subject: Leaf and Grass Clipping Composting Proposal <br />For the past several years the City of Orono h'as provided <br />leaf and grass clipping disposal for Orono residents during our <br />spring and fall clean up days. <br />The method of disposal has been that the resident brings the <br />leaves a, d grass to us and are placed in a large container and <br />transported to a landfill by a private contractor. <br />There is now legislation restricting landfills accepting <br />recyclable waste by 1990. <br />Therefore, City staff is researching methods to eliminate at <br />this time dumping leaves and grass clippings in landfills. <br />We have been notified by Hennepin County that they assist <br />communities in developing and operating a composting site. <br />Attached for your review is a sample cooperative agreement <br />developed for Hennepin County and the City of Hopkins. <br />It is my recommendation that we designate a site in the City <br />of Orono to be approved by Counc_ 1 and enter into an agreement <br />with Hennepin Cc-.nty to operate a composting site in the City of <br />Orono. <br />TO: Mayor and City Council 1 <br />FROM: Mark Bernhardson, City Administrato` <br />The staff recommends approval of the concept as it: <br />- Limits volume of landfills <br />- Provides a source of non-commercial fertilizer <br />Approval for a site will be requested from the Council once <br />evaluated. Presently we are concentrating on McCulley and the <br />old sewer plant site. <br />RECOMMENDA't'InN Request approval of the concept pending site <br />selection which will be brought back at the August 12th meeting <br />together with prii;cipal contractual items. <br />Should you have viestions or comments please let. me know. <br />
