At the last council meeting it was <br />suppested by a couple of our councilmen that Mr. Johnson's <br />woodpile was "O.K." and did not require a variance appli- <br />cation because: <br />I ) The rodents livin(- in it were indigenous to Mn. <br />>.) The woodpile is their natural habitat, and <br />3.) "There are no violations of city ordinances. <br />All three of these rationalizations are clearly mislead- <br />ing if not totally false. They represent a continuation of <br />a couple of our councilmen's blatant attempts to show both <br />'Mr. Johnson and Mr. Dick Carl special favors. <br />The simple fact that an animal is i• .genous to Minnesota <br />in no way addresses the question of nuisance -needless to <br />say health and safety factors, when in such close proxi- <br />►nity (10 feet) to anyones private residence; whether with <br />or without children. Skunks, raccoons, rats, etc.; are <br />they not all indigenous to 21innesota? Does any sensible <br />adult "ENCOURAGE" any wild animal to nest within 10 feet <br />of his home where, as they multiply, they are likely to <br />invade ones attic or to bite a child who is trying to feed <br />or play with them? Is not the risk of rabies alone, as <br />small as that may be, sufficient reason for honest concern? <br />Everyone knows that this woodpile is NOT the "natural" <br />habitat for these rodents. This is a man made habitat and <br />as such can anti should be moved away from our home (either <br />to the hack of Johnson's property as other residents (To or <br />next to Mr. Dick Carl's home if he is unconcerned). <br />The woodpile clearly violates the intent of our ordinances <br />regarding mobile materials and exterior structures. In <br />addttion, this woodpile is less permiable to water than my <br />gravel and therefore should also be included under the <br />"intentionally vague" hardcover ordinance ---- if my gravel <br />is to be so included. To claim that no city ordinances are <br />betn violated is ridiculous; unless, once again, this <br />city's intent is to use an intentionally vague city ordin- <br />ance to punish me while others receive "special treatment"1 <br />Mr. Johnson must be required to apply for lotline set -back <br />variances and hardcover variances for both the storage shed <br />an,] the woodpile. `fr. ,Johnson's other woodpile (tne rotting <br />wood in hack) has yet to even be ad,iresserl. <br />
