T NNG <br />TO: Mayor and City Council <br />FROM: Mark Bernhardson, City Administrat IJIJ - aiJ�J <br />DATE: July 3, 19851. <br />i'. <br />SUBJECT: Personnel Rules and Compensation Study <br />Two of the items that are of prime importance to both Council and <br />staff of this organization are review of the existing personnel <br />rules together with the compensation package for members of the <br />organization. As you may be aware Orono is participating in the <br />Comparable Worth Study with other MAMA communities and the study <br />has reached the point in which all employees are filling out task <br />questionaires regarding their particular jobs. It is anticipated <br />that the study will be concluded by November of 1985 at which <br />point each of the individual cities should have the needed infor- <br />mation to make the comparable worth adjustments by the mandated <br />1987 date. Additionally shortly after I did come on board Mr. <br />Smythe had an opportunity to review the personnel rules and give <br />rEcomm(_adations regarding those. <br />The purpose of this memo is to update you as to where we are at <br />and also to provide you opportunity to discuss a couple of <br />decision points. <br />PvRSONNEL RULES <br />The staff is presently reviewir.; proposed rules by Mr. Smythe and <br />are comparing those both with the thoughts that they have had <br />regarding them together with reviewing them in light of our past <br />rulea. In addition to specifics within the rules we ar- ioing an <br />overall revision of the organization of the rules to ma.:e a more <br />easily readable and underst dable format. Major headings under <br />the }personnel rules include <br />1. Administrative organization <br />2. In Service Activities <br />3. Compensation <br />As you are aware compensation encompasses not only wages but <br />all <br />other relative items that make up the <br />compensation <br />package <br />for <br />the employees of the organization. <br />As part of the <br />personnel <br />rules review we are reviewing the <br />rules which <br />govern <br />the <br />utilization of the various benefits. <br />Issues as far <br />as level <br />of <br />benefits and salary are being handled <br />separately as <br />part of <br />the <br />below discussed compensation review. <br />
