CITY OF OPONO <br />Phase 2 Goals and Objectives <br />Page 3 <br />1. Based upon the information and research included in 1 <br />through 3 above, and the input from CITY officials in the <br />workshop meetings, the City staff shall prepare a <br />preliminary set of goals and objectives. <br />2. Preliminary goals and objectives will be distributed to <br />Planning Commission members in advance of the next <br />scheduled workshop meeting. The CONSULTANT shall attend <br />the workshop meeting and serve as a resource during this <br />meeting. <br />3. Based upon the discussion at the workshop meeting and the <br />preferences of the Planning Commission, the City staff will <br />revise the preliminary goals and objectives and distribute <br />them to the Planning Commission and City Council, for <br />review at a joint workshop meeting. <br />4. The CONSULTANT will attend the joint workshop meeting and <br />serve as a resource to the City during this period. <br />5. Following this joint workshop, the City staff shall draft a <br />final set of goals and objectives, and incorporate them <br />into the Study report. <br />LEAD ROLE: The City staff shall be principally responsible for <br />the work ou.lined for Phase two above, with the CONSULTANT <br />serving in an advisory capacity and attending meetings as a <br />resource person. <br />Phase 3 Review and Analysis of Alternative Plans <br />1. When the goals and objectives have been developed, the <br />CONSULTANT will prepare a series of alternative land use <br />plans for the Study Area. These alternative plans will be <br />transmitted to the Planning Commission, along with a <br />memorandum summarizing the key characteristics, problems <br />and opportunities associated with each. <br />2. The CONSULTANT will attend the next scheduled workshop <br />meeting and present and discuss the alternative plans and <br />the memorandum. <br />3. Following the Planning Commission workshop meeting, the <br />CONSULTANT will refine the alternatives, prepare additional <br />alternatives (if needed), and update the summary <br />memorandum. This material will then be transmitted to both <br />the Planning Commission and City Council for their review <br />prior to the next scheduled joint workshop meeting. <br />
