The Proposal shall be signed in <br />ink by the individual or authorized representative making the Proposal. <br />2.6 RESERVATIONS ANDiOR EXCEPTIONS <br />Reservations or exceptions shall be clearly stated in writing and attached to <br />the Proposal. They will be deemed to be a part of and incorporated into the <br />Proposal. Bidders are advised that if such reservations or exceptions con- <br />stitute a substantial deviation from the advertised terms and conditions, <br />their Proposals may be rendered nonresponsive. The Bidder shall make no addi- <br />tional stipulations on the Proposal nor qualify it in any other manner. <br />2.7 BID SECURITY <br />If so stipulated in th Advertisement for Bids, or Information to Bidders, <br />each Proposal shall he �companied by a Bid Security in the required form and <br />amount pledging that the Bidder will enter into a Contract with the Owner on <br />the terms stated in his Proposal and will, if required, furnish bond- as de- <br />scribed hereunder in Section 6 covering the faithful performance of the Con- <br />tract and the payment of all obligations arising thereunder. Should the Bid- <br />der refuse to enter into such Contract or fail to furnish such bonds, if rr- <br />quired, the amount of the Bid Security shall be forfeited to the Owner as <br />liquidated damages, not as a penalty. The Owner will have the right to retain <br />the Bid Security of Bidders until either (a) the Agreement has been executed <br />and bonds, if required, have been furnished by the Contractor to whom an award <br />has been made or (b) the specified time has elapsed so that unaccepted Pro- <br />posals may be withdrawn, or (c) all Proposals have been rejected. <br />2.8 DELIVERY OF PROPOSAL <br />Fach Proposal shall be placed in an opaque envelope and securely sea 1. The <br />envelope shall be so, marked as to indicate the name and address of the Bidder, <br />the type of work and the Project Designation. If mailed, the sealed envelope <br />shall be enclosed in a separate mailing envelope with the notation "PROPOSAL <br />ENCLOSED" on the face thereof. All Proposals shall be in the office of the <br />designated recipient before the time set for bid opening. <br />2.q OPENING OF PROPOSALS <br />Proposals will he opened publicly and read aloud at the time, date and place <br />designated in the Advertisement. <br />2.10 EVALVATION OF PROPOSALS <br />The Owner ,eserves the right to rP1ect any Proposal if it shows any emissions, <br />alterations, irrPgula;itirs, is submitted subsequent to the time established <br />in the Advertisement for kids for receipt of bids or is unaccompanied by any <br />required Rid Security.
