Box 66 <br />Crystal Bay, Minnesota 55323 <br />VARIANCE HEARING <br />CSAH 15 FROM CS 110 TO CSAH 19 <br />COUNTY PROJECT 6 _4 <br />SAP 27-615-13 <br />Dear Mr. Bernhardson <br />The following information is the background submitted by Hennepin County for <br />the variance petition from standards for street width on CSAH 15. <br />CSAH 15 is essentially a 2-lane roadway with a 22 ft. wide concrete base along <br />most of its length. Over the years, various w•idenings, shoulders, and turn <br />lanes have been added as development has taken place. This has resulted in a <br />road varying in width from 24 to 56 ft. <br />In 1983, average daily traffic (adt) ranged from 9,250 to 16,000 vehicles per <br />day (vpd). The year 2000 adt is predicted to range from 12,000 to 18,000 vpd. <br />These values indicate that the road operates as a high density arterial. The <br />State Aid Urban Rules require a 4-lane, high density arterial to be 52 ft. <br />wide when undivided and 68 ft. wide when a 14 ft. median is present. <br />HC/DOT proposes to reconstruct CSAH 15 as a 44 ft. wide roadway and provide <br />by-pass lanes at the major intersections where turning movements are frequent. <br />This will provide road widths of 44, 48 or 52 ft. along different portions of <br />CSAH 15. Approximately between Interlachen Road and Dunwoody Avenue, the <br />number of left turn movements indicate a need for Medians and left turn <br />pockets. Along this portion of CSAH 15, the road width will vary from 62 ft. <br />to 66 ft. <br />Hennepin County is requesting a variance from the Urban State Aid Street Width <br />Standards for the following reasons: <br />1) The narrower road will allow better driveway grades because It <br />would permit an easier match to existing driveways. <br />HENNEPIN COUNTY <br />
