INTRODUCTION <br />The City Council has requested this report to determine the feasibility of <br />constructing sanitary sewer improvements in the Crystal Bay Area to serve the <br />Art Center of Minnesot_. Sanitary sewer is proposed to be constructed to <br />serve the residential property in Crystal Bay. This project would expand the <br />construction to serve the Art Center. <br />The Art Center of Minnesota is located on approximately six acres west of <br />the Crystal Bay Area which is presently experiencing on site system failures. <br />The Art Center is located on property which is zoned residential and requires <br />a minimum of two acres for a single family residential unit. <br />The Art Center of Minnesota presently has two on -site systems. The <br />on -site system which serves the main building was constructed in 1980 and was <br />designed for a daily flow of 1800 gallons. This design would be equivalent to <br />seven residential units. The on site system which serves the old school is an <br />Imhoff tank which was constructed at the time the school was built. The <br />Metropolitan Waste Control Commission has indicated that the main building <br />could facilitate use which would require 20 equivalent residential units. The <br />old school could facilitate use which would require eight equivalent <br />residential units. <br />The City of Orono has developed a policy of serving all major institutions <br />or commercial users to minimize the potential for contamination of the <br />watershed and ultimately Lake Minnetonka. The construction of sanitary sewer <br />service to the Art Center of Minnesota is consistent with the amity's Comprehen- <br />- 3 - <br />0-7389c <br />
