A total of 18 stalls (9' x 20' ) have been provided. The access <br />aisles provide adequate area for cars to manuever backing in and out. <br />Emergency fire lane has been designated providing immediate access to <br />building. Hennepin County has reviewed the proposed access to the <br />west and has approved the location. They have asked that the access, <br />approved for exiting only on the current site used by Lowell., be <br />closed off. The Comprehensive Parking Plan for both sites will now <br />provide uncontrolled accesses on Navarre Avenue and County Road 15 at <br />the west access. The east site will pick up 2 to 3 additional parking <br />stalls when access is closed. The City Engineer has approved the <br />parking layout advising of the need for the exchange of appropriate <br />access easements and that a curb be placed along boulevard and pond <br />area to prevent vehicles from driving over the grass. <br />Driting aisles should be clearly designated for safe use either <br />by signage or markings on pavement - possibly both. <br />Parking Requirements <br />a) Lowells Auto Parts (Section 10.61, Subdivision 10 (R)) <br />- Shop for trade - employing 6 people or less <br />Gross Area = 5,663) s.f. <br />Net Area = 4,179 s.f. (10% reduction for halls, closets, etc.) <br />Parking formula = 8 + 1 stall for each 800 s.f. over 1,000 <br />Parking needs = 8 + 4 (3,179 = 800) = 3.779 or 4 <br />b) Other Commercial Use - (Section 10.61, Subdivision 10 (0)) <br />Gross Area = 918 s.f. <br />Net area - 826 s.f. (10% reduction for halls, closets, etc.) <br />Parking formula = 1 stall per 150 s.f. of net area <br />Parking needs = 6 (826 = 150 = 5.76 or 6) <br />18 required <br />18 proposed <br />MCWD Report <br />The MCWD has approved the grading and drainage plan for the <br />commercial building and parking lot. Grassed retention area located <br />in southeast corner of lot consists of approximately 2,000 square feet <br />of area. The culvert is sized at 15 inches. Invert elevation is at <br />944.07. The final plans for the drainage control structure have been <br />approved by the watershed. The final plans have included a skimming <br />device to deal with the runoff from the parking area. Temporary <br />erosion control has been provided along the front of the weir. <br />The City Engineer has approved the hydraulic information con- <br />firming a reduction in the rate of runoff from the drainage area as a <br />result of the pond construction. <br />Building Code - General Review <br />The building setback on three sides (rear and sides) will require <br />that the buildinq have 1 hour fire resistant exterior walls and roof. <br />
