BAY ROAD - PAGE 1.' <br />PUBLIC 11KARING <br />(CONT.) <br />Judy Kyker of 3585 Sixth Avenue North felt that if there is a <br />method to help those who cannot pay, such as the deferred <br />assessment approach, then the assessment should be left to <br />the Crystal Bay residents only. <br />John Erickson of 1620 Shadywood Road asked how many people <br />can b:-� deferred of the 83 units. <br />Public Works Coordinator Gerhardson stated that a survey <br />from Hennepin County of the Crystal Bay area revealed that 51 <br />percent were low and moderate income, but the City cannot <br />estimate how many people will request the deferred <br />assessment until they apply for it. <br />John Story of 1233 Briar Street recounted when he bought his <br />house and inquired at City Hall whether sewer would go <br />through tni s area and was told by the City that sewer would not <br />go into this area unless federal funding was found. Story <br />noted he felt mislead. Story affirmed that his home was one <br />of the homes that was randomly appraised in the area and such <br />appraisal revealed that his home would only be worth $5,000 <br />more with sewer. Story noted that he can replace his septic <br />system for $3, 000 and felt he doesn't need sewer, but that the <br />rest of the residents do need surer. <br />Bajb Braun of 1230 Arbor Street expressed how hard the <br />Crystal Bay residents have worked as a community. Braun <br />explained that they just put a new septic system in December <br />but that they are concerned with the other Crystal Bay <br />residents that need sewer. <br />Charlene Carlson of 855 Forest Arm Lane felt that the Council <br />would set a precedent if they were to assess the general tax <br />payers part of the project and noted her objection to such a <br />decision. <br />Greg Young of 3520 Watertown Road confirmed that such a <br />decision would set a precedent for future sewer projects. <br />Mayor Butler closed the public hearing at 9:47 p.m. Butler <br />announced that the Council will now decide whether to order <br />the project and how to assess the project. <br />Councilmember Frahm felt that the sewer is needed and is a <br />good solution to the existing problem. <br />Councilmember L. Adams agreed with Frahm that the sewer plan <br />is the best of the seven options presented by staff. Adams <br />noted that the engineering plan is sound. <br />Councilmember T. Adams remarked that research has proven <br />that the Crystal Bay area definitely needs sewer and sewer is <br />a permanent solution to the problem. <br />
