MINUTES OF THE ORONO COUNCIL, MEETING Hf:I,U APRII, 22, 1985, AT THI•: ORONO MIDDLE <br />SCHOOL AUDITORIUM AT 685 OLD CRYSTAI, BAY ROAD - PAGE 11 <br />PUBLIC HEARING <br />(CONT.) <br />Jeff Carson submitted to the Mayor the Wayne's written <br />objection. <br />Einar Hagberg of 740 North Arm Drive pointed out that he has <br />lived in Orono since 1950 and paid for his own sewer and is <br />still paying for it. Hagberg stated that the Crystal Bay <br />residents should have to pay for their .own sewer just like <br />past residents have had to do. <br />Craig Christensen of 1251 Brown Road South clarif ied For the <br />record that past sewer projects were usually federally <br />funded and that there isn't any federal funding available for <br />the Crystal Bay area. Christensen noted that the Crystal <br />Bay residents want and need the sewer but the $10,000 <br />assessment is absurd. <br />Phyllis Johnson of 2420 Watertown Road hoped that the City is <br />doing a better job at estimating these sewer projects, <br />because when they got their bill for the Hackberry Hill sewer <br />project it was twice as much as was first estimated. <br />One man pointed out that in addition to the initial <br />assessment of $10,850 there is a hookup charge, plus the <br />quarterly billings sent by the City for maintenance of the <br />sewer system. <br />George Roveqno of 2010 Shoreline Drive argued that the legal <br />description on the public hearing notice describes an area of <br />land larger than that of the actual proposed sewered Crystal <br />Bay area. Roveqno asked the attorney if that error doesn't <br />void the validity of the public hearing. <br />City Attorney Radio commented on the alleged defect in the <br />public hearing notice and stated that even if the description <br />was in error, that type of defect would not void the validity <br />of the public hearing. Radio stated that staff will check <br />into the matter. <br />Teri Morse of 2080 Spates Avenue pointed out that he has <br />enough property to replace or repair his septic system, but <br />felt that the Crystal Bay area does need sewer and tie would be <br />willing to go along with the project. Morse noted that even <br />at a 50 percent assessment, the hookup charges and the <br />interest it adds up to about $10,000. <br />Judy Ryker of 3585 Sixth Avenue North asked what the City <br />plans to do about someone who cannot pay. <br />Public works Coordinator Gerhardson stated that the deferred <br />assessment form can be applied for at City Hall. Gerhardson <br />stated the deferred assessment goes for five year and then <br />it is the Counci.I's discretion to defer it for another five <br />years. <br />
