Box 66 <br />Crystal Bay, MN 55323 <br />Dear Mayor Van Nest: <br />Thank you for your letter of December 13, 1977 regarding comments on <br />the Orono -Long Lake Interceptor (MWCC Project No. 71-13). <br />It is our understanding that you now concur with the provisions of <br />Addendum No. 3 to the Preliminary Engineering Report for the subject <br />project as stated in your letter. The Commission is proceding to obtain <br />the necessary approvals and permits for the subject project based on <br />the technical aspects provided in Addendum No. 3 to the Preliminary <br />Engineering Report. <br />Your letter also indicates a concern regarding an apparent inconsistency <br />between the sewer service area proposed for the interceptor and that <br />area shown in the preliminary Orono Comprehensive Land Use and Sewer <br />Plan. The Commission acknowledges that this difference in sewer service <br />areas results from the development of two time stages of projected sewer - <br />needs. The sewer service area proposed for the interceptor is established <br />consistent with the year 2000 needs and the area approved by the Metro- <br />politan Council on August 12, 1976. <br />It is through the process of comprehensive sewer planning that staged <br />interim sewer service areas should be expressed. Therefore, the City <br />should complete the preparation of a Comprehensive Land Use and Sewer <br />Plan in accordance with the provisions of the Metropolitan Land Planning <br />Act and the Waste Management Policy Plan. The comprehensive sewer plan <br />should designate the areas where sewer service will be provided and <br />indicate the, time*schedule for providing service where metropolitan <br />facilities are available. <br />If you have any questions in this regard, please contact us. <br />Very truly yours, <br />4 <br />Bernard J.
