Your CSP has been reviewed on the basis <br />of the information that is necessary for preparing a satisfactory CSP. <br />This information is as follows: <br />1. The CSP delineates the Urban and Rural Service Areas in the City. <br />the CSP indicates that no extensions of sanitary sewers to serve <br />existing and/or new development in Areas 7 and 8 of the Urban Service <br />Area are intended prior to 1990 unless there is a documented pollution <br />problem in the area. Sanitary sewers should be installed in these <br />areas because; 1) the proposed Orono Interceptor traverses this area; <br />2) the MWCC-Rules and Regulations for the Metropolitan Disposal System <br />require that connections be made to the sanitary sewer system within <br />-two years of,its availability; and 3) this will avoid duplication of <br />costs to install on-site sewage disposal systems which will later be <br />phased out and connected to the sanitary sewer system. <br />2. -The CSP identifies a number of small developed areas of urban <br />density which are located in the rural area and are serviced by on-site <br />sewage disposal systems. It is stated that when pollution problems <br />occur in these areas the City will study and recommend a solution to <br />the -problem based on several alternates. The CSP identifies these <br />alternate solutions and places the installation of sanitary sewers as <br />the least likely alternate solution. The Commission believes that <br />this alternate should be considered first in the solution to these <br />problems. <br />3. Design information should include flow, capacity (or size and slope), <br />time period and population served of the proposed sewer facilities. <br />4. The location, type and capacity of <br />for public use, whether m-nicipally or <br />identified includin their appropriate <br />Elimination System ?NPDES) permit.
