Apendix 10 <br />PROCEEDINGS SUMMARY <br />1992 LAKE ACCESS TASK FORCE STUDY <br />. FOR LAKE MINNETONKA <br />TASK FORCE CHRONOLOGY <br />The initial Task Force meeting was held 3/11/92. Its purpose goal and objectives were <br />introduced as follows: <br />PURPOSE -- to establish a plan to meet the Management Plan lake access policies <br />developed in the 1983 and 1986 Lake Minnetonka Task Force studies. <br />GOAL -- coordination of an immediate inter -agency inventory, study and assessment <br />of the car/trailer (c/t) parking spaces at public access ramps to meet the 700 reliable c/t <br />objective. <br />OBJECTIVES: <br />a. Establish criteria in the LMCD Code for acceptable year-round lake access, including <br />access ramps, lakeside and remote c/t parking, handicapped access and signage. <br />b. Conduct a joint study of all access ramps and associated c/t parking, identifying all <br />existing ramps and associated lake parking. <br />c. Develop a plan for and provide LMCD-approved boat access ramps with 700 reliable <br />c/t parking spaces. <br />d. Widen or otherwise improve efficiency of existing ramps for use by more than one c/t <br />at a time. <br />e. Resolve DNR's Maxwell Bay access proposal in accord with Management Plan <br />policies and objectives and in accord with the 1983 and 1986 Task Force Study <br />recommendations by: <br />1) Activating the Lake Access Task Force, appointing <br />representatives of affected communities, DNR, LMLOA and citizens to <br />implement the public access siting process. <br />2) Facilitate a cooperative effort to address land use issues that are the basis for <br />objections raised by the City of Orono. <br />3) Conduct a feasibility study of land purchase between Gayle's Marina and the <br />DNR property. <br />4) City of Orono, LMCD and DNR cooperate in securing funding for the Maxwell <br />Bay access properties. <br />NOTE:After cooperation on obtaining funding through the Legislative Commission <br />on Minnesota Resources (LCMR), the Task Force and LMCD were asked by Orono <br />officials to not further participate in Maxwell Bay negotiations between the DNR and <br />the City of Orono. <br />Page 27 <br />279 <br />
