9. Report :,a Status of Administrative Review: Clayton <br />LeFevere reported that in 1983 Governor Perpich appointed a <br />commission chaired by John Boland, former Metropolitan <br />Council chairman, to study the Metropolitan Waste Control <br />Commission, its organization and its operating practices and <br />procedures. The Boland Commission report was i-sued in late <br />1983. Among its recommendations was a recommendation that <br />a professional management study of the MWCC be conducted. <br />The SRA and other interested organizations urged the creation <br />of an independent, broadly -representative committee to <br />assist in (a) defining the scope of any such management <br />study, (b) selecting the organization to make the study and <br />(c) monitoring the progress and final results of the study. <br />This recommendation was adopted and James Spore was appointed <br />as a member of this advisory committee at the suggestion of <br />the Suburban Rate Authority. The 1.111CC authorized the management <br />study and the advisory committee proceeded to define the <br />scope of the study and recommend the firm to make the <br />study. The accounting firm of Touche Ross & Company was <br />selected and is currently involved in makinq its study. <br />Early in its work it requested the assistance of the SRA in <br />obtaining information from its member municipalities about <br />their perceptions of the MWCC. In response to this request <br />the SRA submitted a questionnaire to its members and trans- <br />mitted the responses back to Touche Ross. Mr. LeFevere <br />reported that Mr. Spore had expressed satisfaction with <br />the way the study is proceeding. <br />10. Designation of Auditor: Mr. Dalen recommended <br />that the board of directors designate the George ft. Hanson <br />Company as auditors to review the SRA's books for the calendar <br />year 1984. It was moved by Mr. Dalen, seconded by Mr. <br />Shoell, that this be done. Carried unanimously. <br />11. New Business: Upon the Chairman's call for <br />any new business,ness, Mr. Anderson expressed conceiii about the <br />ways the proceeds of the new garbage disposal ta.: will be <br />expended. He indicated that the Metropolitan Council <br />is obviously carving out a role for itself in connection <br />with solid waste disposal and the use of the proceeds of <br />this tax. He indicated that a hearing will be held on <br />January 28 on this subject and urged the SRA to monitor this <br />matter. A question was raised as to whether the SRA <br />Joint Powers Agreement would authorize this activity. Mr. <br />LeFevere indicated that some preliminary work on this <br />subject might be permissible but that any very significant <br />involvement would appear to be beyond the authorized scope <br />of the SRA. <br />There followed further discussion of this subject. There <br />was general agreement that this was a matter which member <br />communities should follow closely, but no formal action <br />was taken on the matter. <br />-5- <br />
